Why an Alliance?

The idea behind The Alliance is simple.  We believe that we can get the best for the children, young people and families we work for by acting together. By acting together we can make the best use of our collective resources, avoid duplication of effort and maximise the impact of the sector.

How it works

The Alliance is currently an unconstituted network of children and young people's voluntary organisations operating within the framework of a Terms of Reference.

Membership

The Alliance is currently registering (June 2010) with Companies House and with The Charity Commission.  On completion of this incorporation process, The Alliance will become a charitable company limited by guarantee.
 
When incorporated, membership of The Alliance will initially be free and open to any charity or voluntary organisation which has an established service within the area of Hampshire County Council and is currently providing services predominantly for children and/or young people within that area; and which is registered as a charity or is an excepted charity or is recognised (by Hampshire County Council OR by The Alliance) as a voluntary children’s or youth organisation.  Organisations working solely within Southampton and Portsmouth will not be  eligible. Membership is open only to organisations, not individuals.  Further details and a membership application form available at

Articles of Association

The Articles of Association, which reflect the aims, objectives and values in the original Terms of Reference, contain the objectives of The Alliance and govern its internal affairs; including the relationship between the trustees and the members.  To view a copy click here

Governance

The Steering Group currently oversees the work of The Alliance and guides its direction.  Members of the Steering Group, including the Chair and Vice Chair, are drawn from organisations that are part of The Alliance network.  Membership of the Steering Group is reviewed each year at the Annual  Meeting. 
 
When The Alliance achieves incorporation as a charitable company limited by guarantee, the Steering Group will be replaced by a Board of Management which will be elected by members at the inaugural general meeting scheduled for Wednesday, 22 September, 2010. 
 
  
   
 

Structure

Sitting below The Alliance Steering Group are a number of sub groups.  These have evolved as the implementation of Every Child Matters in Hampshire has developed and revealed new challenges and opportunities for the children and young people's voluntary sector. 
 
These sub groups draw together practitioners from Alliance organisations who have knowledge and expertise in particular areas.  The current sub groups are:-
 
  • Commissioning sub group

    Although grants remain an important source of funding for the voluntary sector, enabling it to provide  innovative, value-for-money services, there is a growing use of tenders and contracts by public sector commissioners.

    Tendering for services for children, young people and families is a learning process both for the voluntary sector and for colleagues in the public sector.  The Alliance commissioning sub group meets on a periodic basis to consider issues around local commissioning.  It gathers information from network members about the voluntary sector experience of tendering for public service contracts, and discusses these with senior colleagues in Hampshire County Council Children's Services Department at periodically convened meetings.  
     
  • Disabled Children's Sub Group

    Established to respond to the challenges and opportunities presented by Aiming High for Disabled Children (AHDC).

    Drawn from member organisations who work for disabled children, young people and their families, the disabled children’s sub group is able to influence AHDC service improvements by means of regular meetings with members of Hampshire County Council’s Aiming High Team and with the Head of Joint Children’s Commissioning for NHS Hampshire and Hampshire County Council.  

        

 

Representation 

The Alliance nominates individuals to represent the children and young people's voluntary sector at meetings and forums as required. 

Sector representation on bodies and partnerships fall into two broad categories:

  • Strategic groups
    These are concerned with developing, reviewing and implementing high level strategy relating to services for children, young people and their families.  The over-arching strategic group is the Hampshire Children's Trust Board.
     
  • Practitioner/outcome partnerships 
    These are concerned with developing new policy or delivering the initiatives in the Hampshire Children and Young People's Plan. 

     

The difficulties, challenges and limitations of representing the views of such a diverse sector are acknowledged.  Individuals representing the sector have a responsibility to communicate and consult with colleagues across The Alliance network in accordance with the representative protocol, a copy of which can be viewed/downloaded by clicking here.

All representatives are nominated/ reviewed/endorsed at the Annual Meeting. 

Representatives on practitioner/outcome partnerships will usually continue from year to year because of the need for specialised knowledge and continuity of representation. Organisations in the appropriate sub-sector are encouraged to work with these representatives to ensure that there is effective communication.

Where there is urgency, The Alliance Steering Group will select a representative and will seek confirmation at the next collective meeting of The Alliance.

  • The Hampshire Safeguarding Children Board  Multi-Agency Safeguarding Forums covering the SE and SW of the County
  • The evolving local children's partnerships
