Grants and Tenders

In the current funding environment there is a growing use of tenders and contracts by public sector commissioners.  Grants, however, remain an important source of funding for the children and young people's voluntary sector, enabling it to provide  innovative, value-for-money services which deliver positive outcomes.  This section of The Alliance website provides information about the availability of grants from local and national funders; together with news on tender opportunities, fundraising resources and the availability of support to enable the voluntary sector to successfully tender for public service contracts.

There is a trend towards public sector commissioners tendering for bigger and broader contracts.  In order to place successful tender bids, voluntary organisations are having to develop business arrangements with other service providers.  The Alliance will, wherever possible, offer appropriate help and support to children and young people's voluntary organisations who wish to take a consortium approach to tendering for public contracts.

Produced by NAVCA (National Association for Voluntary and Community Action), published in partnership with the Local Government Association and aimed at charity trustees, this guide seeks to provide some context to the commissioning of public services, outlines the issues to consider and the decisions that trustees have to make, and describes the steps that trustees need to take to make sure their organisation is tender and contract ready.

This publication is NOT a technical manual on how to tender, its focus being the key issues that individuals need to be aware of in fulfilling their duties as charity trustees.

Collaborative working

Making a difference together?

With growing pressure for organisations to survive, collaborations are an increasing way to bring together resources and expertise to strengthen an organisation’s service delivery and achieve shared aims.

Charities Evaluation Services National Performance Programme has joined up with Collaboration Benefits to produce a new guide, 'Making a difference together?'. The guide covers collaborative working in the voluntary and community sector, and aims to help organisations to plan the measurement of positive and negative outcomes and reach their own conclusions on the likely or actual benefits of collaboration.

Making a difference together? is an essential resource for those who are considering, or who are already embarking on a collaborative venture.

The NAVCA Tender Support Project can give you access to eight hours of consultancy to help you prepare for contracting, or prepare a good quality tender submission (worth £500) for only £50.

The support is available to all local charities, community groups and social enterprises in England and can help you to improve the quality of your tenders and your chances of being successful.

The support can be used flexibly according to your needs, and could include:

•Assessment of your readiness for tendering
•Understanding tender requirements
•Guidance and advice on how to approach tenders
•Assessment of policies, systems and procedures for tendering
•Assessing tender suitability
•Checking pre-qualification questionnaires
•Reviewing and improving draft tender submissions
•Preparing for interviews/presentation with a tender evaluation panel

All support is provided by approved high-quality tender consultants and you are able to choose which pre-approved consultant most suits your needs.

The project only runs for a limited amount of time, so in this climate of uncertainty when preparing for contracting and submitting tenders is so important for local organisations, we urge you to take advantage of the project while it still exists.

Commissioning and the Community Sector

This publication provides an introduction to commissioning for small and medium-sized voluntary and community organisations working with children and young people. It focuses on these organisations because, due to their size and capacity, they may face challenges that make being involved in the process of commissioning particularly difficult. However, because of the nature of voluntary and community organisations, they can make a significant contribution to the aim of commissioning, which is to improve outcomes for local children, young people and families.

Benefiting everyone - commissioning, community organisations and collaboration

Benefiting everyone has been produced by bassac (British Association of Settlements and Social Action Centres)
and is aimed at public sector commissioners. The message from the publication is that community groups can add huge value to public service delivery and can help commissioners meet their targets. Community sector organisations have close links to all parts of the community and are tried and trusted. Collaboration adds a powerful dimension. By pooling resources to bid for contracts, these organisations can create savings, design and deliver services that respond better to local needs and be the driving force for strengthened and empowered neighbourhoods.
